Biden will focus on Russia’s war on Ukraine in his United Nations speech


U.N. Secretary-General António Guterres addresses the 77th session of the United Nations General Assembly at U.N. headquarters in New York. President Biden is scheduled to deliver his address Wednesday morning.
The White House says President Biden is expected to focus on Russia’s war against Ukraine in his address to the U.N. General Assembly Wednesday and will announce new support for countries facing food shortages caused in part by the war.
Biden’s national security adviser, Jake Sullivan, told reporters that Russia’s plan to hold a “sham referendum” as a pretext for annexing more Ukrainian territory goes against the core principles of the United Nations.
“The United States will never recognize Russia’s claims to any allegedly annexed areas of Ukraine,” Sullivan said.” We unequivocally reject Russia’s actions, and we will continue to work with our allies and partners to make Russia pay and provide historic support for Ukraine.”
Sullivan also said Russian President Vladimir Putin may also be prepared to mobilize more Russian troops.
Biden will talk about strengthening the United Nations and its charter, especially as Russia, a member of the U.N. Security Council, “strikes at the heart of the charter by challenging the principles of territorial integrity and sovereignty,” Sullivan said.
Sullivan said Biden’s speech will also include a “strong” measure on global food security as the cost of food rises around the world, and said the president will advocate lifting export bans and hoarding to help lower food prices. In addition, the president will discuss the impact of climate change on food availability and access, he said.
Biden’s speech will face all of the in-person UN General Assembly for the first time since the 19-year COVID pandemic – although one leader, Ukrainian President Volodymyr Zelensky, will deliver a virtual address at the conference.
After Biden’s speech, he will participate in a bilateral meeting with U.N. Secretary-General Antonio Guterres and will also meet with new British Prime Minister Liz Truss.
